A pilot holding a Unknown Licence with Unknown years of experience whist flying at Ma On Shan at approximately 12-1400hrs on Friday 22nd of February 2013.

The conditions at the time were reported to be Smooth with a NE wind blowing approximately 10-15kph. The temperature was 15-19deg C with Moderate Cloud and Slight Haze Visibility.

There were reported to be 1 pilots at the site.

Event Description:

HKCAD Report that Helicopter sighted a Red Paraglider thermalling over Shatin close to the Shing Mun Lower reservoir at 2000ft. Air Traffic Control ( ATC ) advised by helicopter and a GFS Aircraft was sent to the area to investigate, but the paraglider had already landed.

Members should know that we expect a report from the HKCAD in this matter. Shatin is outside of the flying zone.

Since the GFS aircraft was flown to the area to investigate, this should alert members to the fact that THE HKCAD TAKE THIS SERIOUSLY.

UPDATE 1 27 FEB 2013

Email received from the HKCAD

Dear Mr. Gribble, Another paragliding activity comes to our attention. Our Air Traffic Control personnel received a report from a domestic helicopter that a paraglider was seen flying at least 2000 ft AMSL from overhead Shatin to Kowloon Reservoir at around 2 p.m. on 22 February 2013.

Apparently, the paragliding activity was not confined within the designated paragliding areas as published in the AIP.

Grateful if you could (i) advise whether the pilot is a member of your association, and if positive, (ii) provide more details about the paragliding activity and (iii) what improvement action will be adopted by the Association to prevent recurrence.

Even if the pilot is not a member of the Association, you are welcome to provide any details you may have about the activity. We would like to approach the pilot to brief him/her the aviation safety concerns.
