Details:

A pilot holding a Unknown Licence with Unknown years of experience whist flying at Shek O at approximately 12-1400hrs on Friday 9th of December 2016.

The conditions at the time were reported to be Gusting with a E wind blowing approximately 26-30kph. The temperature was 15-19deg C with Nil Cloud and Hazy Visibility.

There were reported to be 2-5 pilots at the site.

Event Description:

Rescue services called. Eye witness stated that tandem launch was blown backwards and landed behind takeoff. passenger injured with fractured arm.

This incident generated significant discussion on the Whatsapp group. Unfortunately the much of the discussion was focused on whether a pilot not directly involved in the incident had the right raise safety concerns with the group and/or submit an incident report.

The EC reminds all pilots that ANY pilot may raise questions about the safety of PG operations at any time, and the EC actively encourages them to do so. Incident reports are in no way punitive -- they exist so that other may learn from the incident and to improve the safety culture in Hong Kong.
