Details:

A pilot holding a Pilot (PG4) Licence with 10+ years of experience whist flying at Shek O at approximately 12-1400hrs on Saturday 23rd of December 2017.

The conditions at the time were reported to be Variable with a NE wind blowing approximately 0-10kph. The temperature was 15-19deg C with Overcast Cloud and Slight Haze Visibility.

There were reported to be 2-5 pilots at the site.

Event Description:

The pilot take off at 1310 and flew over to Cape D'Aguilar leaving the main ridge at 260m AMSL and arrived D'Aguilar at 150m AMSL. The pilot can't find any lift thus turned around going for landing. While getting closer to Shek'o, the pilot judge that it's impossible to make Rocky Bay. Then the pilot made an emergency landing on the main beach. The pilot reported there were not many people on the beach and it was easy to do the landing without endangering any people. The pilot reported after the launch at 13:10 wind was getting less and that most likely influenced the missing lift a D'Aguilar.

The EC reminded all pilots that landing on public bathing beaches is explicitly prohibited without good cause by the AIP ENR 5.5 and Hong Kong Regulations Chapter 132E Section 11(3) of Bathing Beaches Regulation. Shek O is a site mainly use for dynamic soaring. The strength of the dynamic lift mainly relied on the wind strength and the angle between wind direction and terrain. Pilot can check the wind speed and direction by ground trajectory speed while flying. It's not suggested to fly to D'Aguilar while pilot recognized the dynamic lift is weak and pilot may not able to reach Rocky Bay for landing.
